"Oxygen saturation" refers to the fraction of hemoglobin that is saturated by oxygen. It is related to the partial pressure of oxygen in the inspired air and, therefore, to altitude. Normal oxygen saturation in an otherwise healthy individual at sea level is > 95%.

Low oxygen saturations can be found in a wide variety of lung diseases.

Depends, there are some people who chronically run in the low 80's because a health condition; however, most people start becoming hypoxic when their SpO2 levels drop into the low 90's. Oxygen saturation really is just a number. Many variables are to be considered to determine what amount of oxygen is needed to sustain life. There is no one single number.
