In England, also known as Knifecrime Island (the world capital of knife crimes), the practice of randomly attacking strangers is known as "happy slapping." Most typically this practice is a gang initiation rite, but just as often it is a grade-school prank. In any case, it is an excellent demonstration of the English race's inherent tendency towards violence, similar to the German's inherent "Nazi Rage" (the tendency to lose control of one's government as an excuse to attack other nations). Hope this helps.
