Depends how it is measured, and whether oxygen therapy is being given. The two main methods for measuring oxygen in the blood are oxygen saturation (often referred to as sats, or SpO2) and from an arterial blood gas (PaO2)

SpO2 on air should be >98%, it decreases when you have a cold, if you smoke etc
PaO2 on air should be 12-14.5 kPa


If oxygen therapy is being given then these values should be higher
