Moral health is specifically describing a persons moral character - that is to say are they good at making moral decisions - what is good and what is bad - and choosing the most good of options. Morality is difficult to categorized and largely dependent on a given culture and its beliefs. So to be of good moral health would be a person that makes moral decisions based on the perceived good of their surrounding culture.
