For mild to moderate dry eyes, I recommend Systane or Refresh tears. For moderate to severe dry eyes, I recommend Refresh Liquigel during the day at least 4 times daily and possibly even use Refresh PM at night.

Unless the person has eye drops, then he/she can avoid the time spent to rest the eyes for re-moisturizing for the next 3-5 minutes. Eye drops quickly moisten your eyes and stop redness/dryness. Your eyes won't get red again until you do something to make them dry again. (unless the eye redness is due to pink eye)

Conjunctivitis is the inflammation of a conjunction. You should put ice on the eye. It will reduce swelling. If eyes are dry use eye drops. If eyes are hurting use sunglasses.
