When regulations get passed in certain areas, and not all states or counties have regulations governing tattooing or piercings, usually they have a regulation where body art operators must be certified, altho this may not account for a lot....Fer instance here in L.A., er, Lower Alabama that is, I could send anybody who didn't know diddly about body art to the board of health to get them certified....Now to be honest, this year they finally required that any person who applies for a body operator permit to have a proof of having taken a blood bourne pathegens course....Which costs 25 bucks and an hour of your time in a red cross office.....BUT, I did the APT course {Association of Professional Tattooists} which costs 175 bucks and takes 12 hours.....So.
