"controlled" is a term that just means you need a script to get it, "Schedule I-V" mean that they have a potential for abuse or addiction and therefore carry criminal charges when abused, or if the same script is attained through multiple doctors at the same time. (doctor shopping) basically: controlled means it's too unsafe for unsupervised OTC consumption. Scheduled means the DEA is watching it and if you screw with those YOU WILL GET ARRESTED. AND FAST.
