it is bad because the government are mostly evolved as they my not pay people there full pay or say that you can't go and help people because..... there has been diseases or earthquakes recently!!! this cant stop people from helping others or visiting people. that is there job and jobs are meant to be done!

This is caused by the tendency for the poor and disadvantaged to do things like gather where the aid is and life is possible abandoning their traditional locations and ability to feed themselves.

So aid should be short term and focus on returning a population to a self sustaining situation.
