Inactive ingredients usually are preservatives or added to make the item like caking substances for shaping medicine like pills or tablets so they will hold the drug. Or liquid medicine has ingredients to keep the liquid mixed to the proper consistency so the medicine will not separate, etc. and the dosage will be the same in each part of the pill or liquid and each individual pill or liquid has the same amount of medicine.
