I it is after a workout you need to slowly do stretching and other exercise to slow down your heart rate. Refuel with water and after awhile eat. If you mean cool down from a hot day water is the best way to cool down internally.
Cool someone down with an elevated temperature by removing as much clothing as possible and draping with a sheet. Use a cool washcloth to wipe the face and limbs allowing the body to cool down.
Sweating allows you to cool down your body, its your bodys way of cooling down. Their is no specific reason of how? for some people it works, others it just makes them sticky. But sweat is good, because your body it telling you that your over heating and it works as a warning telling you that you need to cool down!!!!

The easiest example I can give is sweating. When its hot outside, your sweat glands produce water as a way to cool your body down.
The heat comes from fever which is the body's way to combat what is causing the cold.
One way to cool down fast is to put a ice pack in the fridge or freezer, [freezer works best on a really hot day,] and wait a while, then take it out and put it somewhere on your face, or right under neath your palms so that the blood gets cold throughout your body and then you can cool down. Or, you can stand in front of a fan or even better, turn on the air condition.
Fever is the body's way of fighting off a bacteria or a virus. The fever seems to slow it down and even inhibit it.
Primarly as a way to cool itself, and remove toxins from the body.
A high fever is the body's way of trying to denature the intruder, but in the process it ends up destroying it's own enzymes.
