First and foremost but they are also tested to see if they are stable in most people or just some, if they cause allergic reactions in smaller doses in most than it is not generally given in larger doses and also to check for long term effects which still seem to make it past the FDA (Food and Drug Administration) which is why you see so many recalls or law suits if you have taken this drug or that one

When a new drug is discovered, if it appears to have a useful application it will then go through a lengthy testing period to determine just how safe and effective it is, before it can be placed on the market and sold to the public (either as a prescription or non-prescription drug).
