If your Oxygen Saturation is 82 it is considered low. There are several reasons that for low oxygen saturation including pneumonia, cardiovascular disease, cardiomyopathy, obstructive pulmonary disease, or even dehydration. The main problem is that the body is starved for oxygen. Injury or blood loss may also cause a low oxygen saturation.

Depends on how accurately it was measured but a reading in the 80s would indicate a moderate level of oxygenation in the blood, not great but not grave either. If it is accompanied by light headed or fainting or shortness of breath, seek medical help immediately, if no other symptoms or discomfort are present keep an eye on it but not a cause for concern.
