In my circle of the world a "tongue wagger" is someone who talks a good game but doesn't back it up, is all sizzle and no steak. Example: Just about every politician is a tongue wagger. It can also represent someone who insists they now what they are talking about when it is quite odvious to everybody they have no clue. Example: Celebrities who take a political stance on social issues are usually tongue waggers because they live in such a cocoon of money and fame they have no idea what a common person goes through day to day but they swear they do.
