∙ 11y agoPut simply - it means it's far better to take steps to prevent negligence (perhaps through safer working practices) - than be forced to justify it later in a court of law.

∙ 11y agoIt takes less time,money and energy to sort out the problem that would cause the negligence to occur - by whatever means necessary,than to waste resources covering backsides after a disastrous outcome.
It was so much easier to defend than attack in World War 1. There were so many enemies all around and it was only logical for countries to defend themselves.
