i think that means he isn't ready to be i n a relationship right now...or....he doesn't like you
And I think that the memo part just means he'll let you or your friend know when he is ready.
But the memo part was not For her friend and the person who likes this person was told that he likes her a little...the memo part meant that when he wants to be in a relationship he will let her friend kno so she can tell her friend that he Sid idk/no to!
