ref. range of total leucocyte count is 5,000 to 10,000/cumm.

if your mean 3.9 thousand /cumm, then it comes in the category of decrease level. and it is called leucopenia.

Assuming you mean 3900 it is considered below normal. The normal range is 4500-10000.
