Here's how to fix it:
Step 1: download ati catalyst 11.5, 11.11, 11.12, 12.1, and 12.2. I know its A LOT of files but that should do it. It only works if you have an ati graphics card.
If that doesn't work here's what you should do:
Step 1: Grab your computer/brink
Step 2: Throw it out the windows
Step 3: Buy a better one
Step 4: Take a dump on the toilet
