Are you sure she thinks of you as a brother? Sometimes we are not the best judge of our own character.
I think you should tell her how you feel. You could say something like:
"We've known each other for so many years and I feel very close to you. I have come to realize that I am thinking of you more and more and wanted to know if you would consider going out on a date?"
This way you aren't rushing things or taking a chance on ruining your good friendship.
Be sure when you say something like the above that you don't make her feel trapped. Just ponder out loud the above and smile and end it by saying, "What do you think? Should we give it a go?" This way it's relaxing and you both will soon find out if you were meant for each other.
