It is unlikely that vacuming would have any affect on a tubal ligation. Generally they cut and tie the tubes, cut and clamp the tubes, band the tubes, or cauterize the tubes. You are more likely to affect the stitches on the outside (ie. C-Section) than the ones on the inside.

You can get your tubes cut again if there was a problem with the first tubal ligation. Most doctors don't cut them anymore but go in and burn the ends.
