Circumstances- as with leaving the scene of an accident- could make it impossible to report. every day people hear strange things- sounds coming from garbage cans that may be animal fights- or dying children. if it sounds llike a child- do not hesitate to report this to the Police ( Via phone). There are many cases of children being abandoned ( certainly in the child abuse/neglect) category in trash facilities, there is even a sickening joke that a Dempster Dumpster is what some people think of as a Baby Carriage!- Yecch- but it happens, Kids do make things up like stolen or lost toys, but sounds like child cries out in the street late at night should immediately flag attention- report it- it could be a matter of life and death!
