Practically all retarded children have an accent that is technically called Tardive Dysklesia- a difficulty in speech that is retarded, or slowed down. Most are practically or functionally illiterate. They have, as stated a sort of (Donald Duck) high frequency accent that is peculiar to retarded children. Sometimes normal kids get speech impediments also.

Children with a cognitive impairment tend to have trouble relating to others, and become overwhelmed easily when they are in busy, loud environments. Of course, it depends greatly on what impairment they have been diagnosed with, and how severe it is.

In general, mentally retarded children reach such developmental milestones as walking and talking much later than children in the general population. Symptoms of mental retardation may appear at birth or later in childhood
