Before that can happen, the body initiates inflammation to help reduce further damage and prepare for healing. Healing is brought about by repairing or replacing damaged cells, and if that is not possible, then addition of scar tissue.

If the scar is completely healed I do not see a problem, but I don't think it will honestly help with it's appearance. As a general rule of thumb, ethanol should not be used of open sores/puncutres/cuts/scrapes and especially surgical incisions. It not only kills the bacteria, but also the regenerating cells; allowing the body to be more susceptible to infection and lengthening the healing process.
