It's a mind game, where one party makes the other feel as though they are making progress in their advances, relationship-wise or sexually. Only to reject them or turn down whatever it is they are seeking. Thus, being hard to get. Usually playing hard to get is a game and not truly rejection, people PLAYING hard to get, often are attracted to the person making the advances. (Notice the use of PLAYING hard to get.)
