One might be tempted to say it is a liquid tissue, but it isn't the only kind of liquid tissue. Semen is another example of a liquid tissue. Blood is unique in the sence it is a tissue which carries oxygen and nutrients to other tissues and removes waste material.

FYI: a "tissue" is defined as a mass of cells disperced in a non-living matrix. In blood the matrix is the blood plasma. In bone, it is the mineral calcium triphosphate.
