From your question I assume you know that both of them are bad. But yes, undereating is worse. If one overeats, at least the brain is sufficient in glucose and can still function. It just doesn't know what to do with the extra glucose. And brain needs glucose and carbohydrates (120g a day) to think.

If one undereats however, the brain has insufficient glucose/carbohydrates and cannot think. So even if he/she tries to get cured by going to the doctor, it will take a much longer time because the brain cannot think at first on where it should put the medication to. An overeater's brain will know to put it to the liver.
