I think the best reason for everywhere remaining at or close to actual local mean time is so that in every time zone the change from one day to the next stays at or close to the middle of the night, when most people in the zone are asleep. If it weren't for that, I think it would be much, much simpler if everyone were on Universal Time once everyone got used to the hours of sunrise, sunset, etc. for his/her own area.

Daylight savings time was brought into being in 1917 during World War 1.The time of 2AM was settled on mostly because it would cause the least disruption as most people are asleep at that time. As it is also dark at 2AM most of the world's creatures are also asleep ( the majority population lived in rural areas in 1917 ).
In a large enough quantity it can. If everyone smoked at the same time everyday the world would be covered in smog in no time.
