a/c filter with an arrow, is is placed in the unit with the arrow pointing toward the a/c fan??
Either the fan is burnt out or the sensor that tells the electric fan when to turn on is bad, you can wire the fan directly to the battery to see if it's good.
First off make sure the fan is bad. Apply 12 volts directly to the fan. If it is bad, then simply remove it, unplug the wiring harness and reverse the procedure.
With the stick pointing directly upwards.
Motors do go bad. Directly wiring the fan to a 12 volt power source will tell you if the motor is toast. If it won't work when directly wired to a power source, look for another motor.
You don't say what fan. Fan motor is either bad, or loose or disconnected wiring, or in the case of the cooling fan, the thermal switch can be bad. Apply 12 volts directly to the motor to see if it is good. Also check and of the wiring associated with the fans. Dodge engine compartment wiring is extremely bad.
check power to fan, wiring, bad relay, bad fan. you can hot wire fan - take 2 wires w/ alligator clips on each end, connect each one to car battery terminal, then ground the NEG wire alligator clip to metal on car, then the POS alligator clip to terminal on fan, if fan is good it will run. Or take 12 volt test light (easier) buy one real cheap, one connector to each of the fan wires & if it lights up - then fan is bad. Cause fan motor has power directly to it so if not run = bad.
Apply 12V directly to the motor and see if it works Turn ignition switch and A/C on and check to see if you are getting power to the fan motor- if so motor is bad - if not could be a bad fuse or relay or sensor switch

Bad condensing fan capacitor or bad bearings on fan motor.
The fan motor is going bad. It is drawing way to much current and that is why it is blowing the fuse. Bearings are probably going bad. It is just a matter of time before it fails completely.
