Cat urine has a high level of ammonia in it. Thus the smell. Baking soda added to the litter box neutralizes alot of this odor. The Ammonia smell is the odor of fresh urine. Cat's urine also contain proteins specifically designed to emit strong distinctive odors cats use to mark their territory. This is the source of the persistent acrid smell that is nearly impossible to eliminate. Cleaning it will wet the crystallized proteins and actually reactivate the odor. Using an enzymatic cleaner such as a high quality laundry powder mixed with water will help to break down the proteins, neutralize the ammonia and remove most of the residue. Keep in mind enyzmes take time to break down protein so you may have to figure out a way to soak the area. After it dries only time will break down the proteins and thus the smell completely.
