The Gel is a topical application of the anti-inflammatory agent (diclofenac sodium) to the affected area, e.g. joint, and is not absorbed systemically (i.e. into the blood stream).
With the orally administered tablets the agent is present in the blood stream and, consequently, the entire body is affected by it, whereas with the gel it is unlikely for the agent to enter the blood stream.
Since it is the same active ingredient in both gel and tablet they should have the same effect, but in practice it might be difficult to control the applied dosage of the gel for a reliable comparison.
The Gel might be preferable for treating pain in joints near the skin's surface e.g. elbow or wrist. The treatment is targeted on only the affected region and not the entire body. If the application area is large or not easy 'to access' at work a tablet might be preferable. Tablet and gel can be used together but not in full dosage, obviously.
