anywhere there is a blood vessel. Obviously, the bigger vessels will bleed faster and thus will take longer to stop bleeding when they are cut. Arteries have a much higher pressure than veins and thus will bleed more and faster than a vein of the same size. In general, the places where it would be easiest to hit a major artery or vein would be the palmar aspect of the wrist, either side of the neck (where you can feel a pulse), and the backs of the knees. There are larger vessels in the torso (the biggest by pressure being the aorta) but they would be more difficult to accidently hit. "Scratches" to the skin are less likely to hit major vessels than deeper cuts, of course, but in the aforementioned locations it would be better to stay away from.

If a cut is bleeding and you need it to stop, start by putting pressure on it. This will encourage the blood to form a clot and therefore stop the bleeding. It will usually take a few minutes for the clot to form, so keep holding pressure for a while. Remember that aspirin decreases the ability of the blood to clot so do not take it before cutting. If you have lost more than a cup or so of blood, less if you are a woman during or immediately after a menstrual cycle, are a small person, have anemia, have trouble breathing, have recently lost blood from other cuts or blood donation, then that should be a warning signal that you need to get to an ER. Also, if you feel dizzy or lightheaded, or if you "have a bad feeling" about the cut, it should be looked at. Fast treatment for cuts at an ER will decrease scar formation, reduce blood loss, and you can get oral antibiotics if warranted. Remember, you may be too lightheaded to easily drive so calling 911 for an ambulance is always a good option.

Cutting is not usually fatal, but it can be. Remember that when you cut and have a plan ready if things start to go badly. Please Do Not Cut Yourself. It is too risky and not worth it. If you want to feel as good as when you cut yourself than you need to exercise. It releases the same endorphins cutting does.
