The terms you use are relative. As in there's no clear answer because perspective varies from person to person.
I think the general consensus of people would agree that it's a soft drug though. It's not physically addictive, the side effects are minor, and it's widely used.
To say it's a hard drug would be to imply that there are alot of hard drug users in the United States ;)
