Some drugs can affect the gametes (sperm or eggs), causing mutations in the DNA. With these, it doesn't matter whether the drugs were taken years ago or yesterday, the damage has been done.

Other than that, the father can do pretty much whatever he wants without impacting his gestating offspring. He doesn't even have to still be alive at the time the child is born.

Granted, this could mess up the family, but that's a separate issue.
