I think harassment happens because the inflictors need to feel power by making someone feel uncomfortable. Also, I think that they might be feeling uncomfortable themselves and they want to feel that they are not alone in feeling that way. By making someone else feel uncomfortable about the same thing as themself, they feel like they have a friend.
