Supermarkets are arranged to maximise the potential of selling to the customer. Fresh fruit & veg is usually the first produce encountered - then it's really down to the manager how s/he arranges the store. Displays of sweets are often placed at the check-outs to entice children - prompting those 'last-minute' buys.
