It depends, do it when you feel right. What i mean by that is you have to actually mean it. the guy/girl can most likely tell if you are lying when you say it too them. Also, don't text them or call them and say that, say when you guys are cuddling or watching the stars. Then they will see your facial expression and know that you really mean what you're saying.
