Iodine deficiency was the cause of goitre, but salt's have been iodised so this is no longer a problem.

Certain foods have a tendency to produce goitre like the cabbage, cauliflower, mustard and rape seeds (Brassica family) and can be avoided if you have goitre

Well, I know that in certain parts of the world, the supply and consumption of iodine, whether by fish or fortified salt, has increased. This has led to the decline in cases of goiter.

Goiter is caused when there is low to no iodine in one's diet. No iodine means low thyroxine, a hormone that controls your metabolism. Low thyroxine means high TSH (thyroid stimulating hormone). Just like the name says, TSH is going to OVER-stimulate your thyroid gland, ultimately causing goiter.
