My best advice would be to exhaust all possible free online resources, a great place to start is by just doing a simple Google search on the number. If at first google doesn't find any results, you might want to try typing " phonebook:555-555-5555 "
When you type "phonebook:" in front of the number in the google box you are telling google to browse it's phone book/white pages database.
If nothing comes up it's a safe bet to say that the number is unlisted / non-published.
You might also want to try calling 411 and asking an actual operator, but that can cost a few dollars depending upon your local phone carrier.
