To ask a girl out to lunch, you first need to break the communication barrier if you do not know her. You need to know her name and you probably should have already talked to her on a few occasions. It is difficult to judge the timing but if you always say "Hi ________" when you see her, and she responds back positively, it may be a safe bet she'll go out to lunch with you.
