Hang out with him alot, and grow your relationship. If you see thst he is paying less attention to his girlfriend, and more to you, make your move.
Trying to "make" someone less shy is generally a bad idea.

In dating relationships, it is certainly much less complicated emotionally to avoid dating someone in the same family as someone you dated before.
