Usually, If a boy is spending a lot more time with the other girl than he is with you, he possibly could like her. It may not always be true, but whatever you do don't hover and don't get too paranoid. If you freak out, then he may get annoyed and it could end badly, see how he acts around her, if they're really flirty, hug, and look at each other constantly, then I would try to tell him how I feel and let him know that it's bugging me.
