One drug may be harmless to one person but could kill another at the same dose (i.e a healthy person takes amphetamines and suffers no ill effects but another with heart problems takes the same dose and has a heart attack). I'd say inhalants are the most harmful as it's impossible to abuse inhalants without causing physical damage.
