Chronic lying is a sign of sociopathy.
When someone says something and means another it can mean lying or being deceiving. For example when someone says they want to be your friend and will be in touch with you they do the opposite they ignore you for periods of time.
Truthful means telling or expressing the truth. When someone is being truthful it means they are doing the exact opposite of lying and the information they are saying should be trusted.
Calling someone a viper means the person is a lying snake.
"Laid up" is a slang way of saying they are incapacitated by illness or accident. If someone is laid up indefinitely, they are sick or injured and there is no way to determine when they will be well again. The image is of someone lying in bed, unable to get up and get on with their life.

It is probably just a saying. but, if i had used it, i would probably mean that you pelt someone with change.
It means the guy saying this is lying.
