Yes, in both posiive and negative ways. Generally, a person who is taller would have longer legs, and therefore would be able to take longer strides, covering more ground with each individual step. However, you could also argue that one who is taller would be less aerodynamic, but this is mostly irrelevant in terms of someone's maximum speed. So, in a 100 meter race, it is generally an advantage to be taller than your opponents, assuming you are just as fast as they are.
