Personally I've been smoking a lot for the past year and it has not helped my hair grow at all.

Probably not. Many different studies have shown the ability of THC, the active component of marijuana, to inhibit testosterone from acting on the cells of the body. This would mean that your testosterone levels would "drop" as a result of using pot. For kicks, try looking for scientific articles on PubMed. There's an article I was reading the other day by Barnett, Chiang and and Licko - Effects of marijuana on testosterone in male subjects. It was a good read and answers the question you are asking.

Cannabis sometimes grows people hair. Surely not everyone who smokes cannabis hair grows.
