For those with sensetive or dry skin, an oil-free moisturiser should be a part of your daily skincare routine. For best results, moisturise twice daily, morning and night. It really depends on the reason you need to moisturize as stated above. If you have dry skin that is a reason to moisturize but if you dont , whats the point?

Is your face peeling from a pervious sunburn? I would think that the best thing to do for this would be to use a gentle exfoliator at night before you go to bed. A lot of times, some moisturizers, especially if it is perfumated in any way, will make your skin dryer. Lots of moisturizer does the trick and keep it covered during the day. At night moisturize it and put a glove over top to keep the moisture in.
