Fish are able to rest and effectively sleep, but they do not do it like most humans. Fish are able to effectively rest without closing their eyes (something most mammals can't do), which allows them wake up and to escape should something try to hunt them down outside of their active hours.

Fish cannot sleep because they do not have eyelids. However, they do rest in one place. So if your fish isn't swimming don't worry because it's only "sleeping".
