The fact that they are black does not matter. I am a white women and have found black men very appealing, but it isn't because they are black, that has nothing to do with it. (even though most black men are very nice looking:) )

yes, they are allow to dating. any people with any skin can dating any other people too. it doesn't matter what they are. but all they care is love. (like me, imspanish. im dating with black guy but i love him and he loves me too. i don't care what skin does he has but all i care is love and personities)

Of course, it doesn't matter, it only matters if they show you the way YOU want to be treated and respected.

Problems will exist as long as people think questions like this need answers

I don't see why not. What's stopping a white guy from dating a black girl? His parents? His friends? Black guys? White girls? If you like her and she likes you, the only person really standing in your way is YOU. Do as you please and know that at least one person (me) isn't judging you.
