Yes, it can if you need to improvise. If it is not a gel specifically made for both, it can dry your hair out. If you get in the shower, and realize you are out of shampoo, it won't hurt to do it once or twice. It probably wouldn't be a bad idea to make sure you condition it when you are done though.
Improvement~ Shower Gel is a type of body wash. So, if you consider your hair part of your body, so b it. So, I have the shower gel sweet pea from bath and body works and before I knew shower gel was body wash, I used it as shampoo. It was horrible! It was in my hair for like a day and my hair was left kinda greasy. I don't know if that was just the type, though.
