Why yes they can. It's not easy, usually messy but can be done. Do not expect a straight stream or anything near as convieyent as what males can do. Physically there is about 4 inches or so of urethra that give males the less messy advantage over females. So try as you may you will just end up with wet hand, cloths and left wondering why you tried.
