No, tampons cannot expire because they do not break-down easily (thus one reason for potential environmental risk), although some brands may have an expiry date if there's risk of contamination. However tampons that are old should be approached with caution as tampons are not sterile so can grow bacteria and mold if kept in a warm moist or dirty environment. If in doubt just buy more tampons or use another menstrual product instead.

No. They break very easily after expiration. Do not use more than one condom also. Using 2 or more condoms at the same time makes it very easy for them to break or fall off during sex. Best to just hit up a free clinic, buy a bunch of condoms in bulk to save money, or hold off on having sex til you get some new ones.
